City Council Allows RV Use With Registration

The City of Ingleside City Council recently passed a Resolution which allows the use of a Recreational Vehicle (RV) on residentially zoned property by homeowners who have been displaced from their residential dwelling.  You must register the RV in use with the Building Department currently located at 2334 Highway 361, Suite 162 (Bay Vista Shopping Center).  There is no fee for this registration and is valid for a period of six (6) months in conjunction with a Building Permit for the damaged property.  The RV must be properly connected to utilities and meet current standards.  You may contact the Building Department at 361-776-3815, or email at building@inglesidetx.gov, or come by the temporary office.

The City of Ingleside priority municipal buildings, like so many buildings impacted by Hurricane Harvey, were reviewed for wind and rain damage and tested for mold after a report was made of visual mold in the City Hall building late August.  Reports of mold in City Hall and the Public Library, neither of which has been open to the public since August 24th, were received on September 19th.  Results indicate that neither building should be used until the mold is fully remediated.

Other City buildings were scheduled for mold testing as well.  The mold report for the City Hall Annex building was received on September 20th.  While this building was not found to have levels of mold that was concerning, many items have been moved from City Hall to the City Annex in order to get minimal City services operational.  As a result, the City Hall Annex has been closed until further testing can be completed and as necessary, remediation has been completed.  Additional facilities are still scheduled to be tested.

In addition, Police and Municipal Court storage facilities were damaged by Hurricane Harvey and the clean-up of these facilities earlier this week may have exposed employees to mold.

In an abundance of caution, more than thirty-five (35) City personnel that may have had any exposure to mold in these facilities are being sent to the doctor and are being asked to monitor their health and report any concerns for the next 90 days.

Hurricane Harvey caused substantial wind damage and resulted in mold issues as well.  There is now a more complete picture and understanding of the full damage to City of Ingleside municipal facilities resulting from Harvey.

The City had developed a plan to address City future operations for the short-term.  An Interim City Hall location was approved by the City Council on September 12th and is scheduled to open with full services on Tuesday, September 26th at Bayside Vista Shopping Center, 2334 Hwy. 361 in Ingleside.

However, the Utility Billing and Building Inspections / Permits Office opened today at this location.

Hurricane Harvey Impact to City Operations and Facilities:

Until further notice, the following City facilities are not open to the public:  Humble Center, Garden Center, Library and Senior Center.  The City is evaluating each facility to determine when operations can resume.

While City Hall is closed, the Utility (Water) Department is located in the City Hall Annex along with Building Inspections.  In addition, the Finance Dept., City Secretary, Parks and City Manager’s Office are temporarily housed in the Police Dept. building.

The Public Works dump site is not available.  If you have debris and green material, please keep separated and stack it at the side of the road.  As part of Harvey recovery, it will be picked up.

The Mobile Medical Unit located at the T.P. McCampbell Airport has been reassigned outside our area. Urgent/Emergency Care facilities in Portland are back up and running at their normal locations.
Distribution Center # 1 is located at the Bay Vista Shopping Center (2334 State Highway 361). Effective Sunday, September 3, 2017, we are down-sizing the distribution at this location. The East end of the parking lot will still be a Distribution Center for water, ice, and MRE’s. Beginning Monday, September 4, 2017, only water, ice, and MRE’s will be released at this site. The hours of operation will be 9:00 a.m. to 6:00 p.m.
Distribution Center #2 is for clothing/bedding items only and will be located at the Agape Church located at 2291 Main Street (FM 1069). Their hours of operation will be 9:00 a.m. to 5:00 p.m.
Beginning Monday, September 4, 2017, Distribution Center #3 for food, cleaning supplies, hygiene supplies, Baby supplies, mosquito spray, and some animal food are located at the North Bay Fellowship Church, 3530 North Main Street. The public needs to enter from the Mooney Lane entrance into the Church parking lot. The public will park and enter (on foot) into the distribution area, pick up their own items, and then leave the parking area onto FM 1069. Their hours of operation will be 9:00 a.m. to 1:00 p.m.

These items will be available from 9:00 a.m. to 6:00 p.m., located at the Bay Vista Shopping Center, 2334 Hwy 361, with the entrance from Hwy 361 on to Atlantic Blvd and then to exit onto Hwy 361 near Church Street. This will be a drive through service only. It is our understanding that all HEBs are open for limited items and fuel.

Hurricane Harvey

Current notice from the National Weather Service (NWS) indicates the Harvey has downsized to a Tropical Storm. The NWS anticipates this storm drifting back towards Ingleside area with high winds and more rain. We expect to receive up to an additional 15 inches of rain in Ingleside as it comes back into our area.
At this point there are NO electricity, phone, gas, or internet services to the Ingleside area; however, the State Troopers and National Guard are allowing residents with proper photo ID back into the area. This is “Enter at your own risk” due to no utility services. There is a curfew from 9:00 p.m. to 7:00 a.m. Water is being trucked in. It is our understanding that Highway 37 is clear to get back in the area.

Current notice from the National Weather Service (NWS) indicates the Category 1 Hurricane is currently in the Victoria area and anticipates it downsizing to Tropical Storm Winds by 2:00 p.m. Ingleside has already been downgraded to Tropical Storm winds. The NWS anticipates this storm drifting back towards Ingleside area with more rain. We expect to receive up to an additional 15 inches of rain in Ingleside as it comes back into our area, that is one reason we are delaying re-entry.
Please check this website for regular updates. Please be patient with calling our phone lines. We will notify you via these notices when it is safe to return. IT IS NOT SAFE TO RETURN AT THIS TIME. You will NOT be allowed to re-enter the area at this time. We will post on this site when it is okay to re-enter.

The City of Ingleside is monitoring the threat of Hurricane Harvey. The hurricane is currently a Category 4 with up to 9-13 foot storm surge, and rainfall of 15-25 inches (with a maximum of 40 inches). Rockport is experiencing the worst of this event.
As of 3:00 p.m. today, our Emergency Responders will NOT be able to respond to your requests for assistance until after the eye passes and the winds calm.

With it comes up to 125 mph winds, 6-12 foot storm surge and rainfall of 15-25 inches (up to 35 inches in isolated areas).  San Patricio County Judge Terry Simpson and the Ingleside Emergency Management Coordinator Oscar Adame has declared a mandatory evacuation.  Harvey is still estimated to make landfall late Friday or early Saturday.

The City of Ingleside’s Emergency Operation Center (EOC) is fully functional at this time.  At a certain point in the storm, even our Emergency Responders will not be able to respond to your requests for assistance.  It is strongly recommended that you evacuate immediately.

With it comes up to 115 mph winds, 6-10 foot storm surge and rainfall of 15-20 inches.  Given this new development, San Patricio County Judge Terry Simpson and the Ingleside Emergency Management Coordinator Oscar Adame has declared a mandatory evacuation.  It is still estimated to make landfall late Friday or early Saturday.

The City of Ingleside is monitoring the threat of Tropical Depression Harvey.  It has not made much progress since noon today. The National Weather Center (NWC) has moved the expected landfall in the South Texas Coastal Bend Area (including Ingleside) to be about late Friday, August 25, 2017 or early Saturday, August 26, 2017.  We could start seeing some storm surge, high winds, and rain activity late Thursday evening.  The City of Ingleside has activated the Emergency Operation Center (EOC) effective Wednesday, 8/23/17 at 10:00 a.m.  We will be closed through Wednesday evening and reopen at 8:00 Thursday morning.

As the City Officials/Staff meet regularly with the Weather advisors, we will be providing additional Public Notices to you via our City Website (www.inglesidetx.gov), Facebook accounts (Police, Fire, and Parks), and you are strongly encouraged to sign up for immediate notices through our CBCAN/I‐Info alert system at: https://r.i‐info.com/rc/cbcan.  As of 10:15 a.m. today, the National Weather Center is anticipating this to increase to a Category I Hurricane, but we will keep you advised.  At this time the Weather advisors are still indicating a Shelter In Place; however, please watch the news and our press releases for updates.  Our next scheduled update will not be until Noon Thursday, August 24, 2017.

The City of Ingleside has been monitoring the threat of TS Harvey. While it is unknown at this time, models indicate landfall could be in the South Texas Coast Bend Area (including Ingleside) on/or about Friday, August 25, 2017. We could start seeing some storm surge activity Thursday evening and rain/possible winds on Friday. Due to the uncertainty of the landfall location/time, the City of Ingleside has made the decision to activate the Emergency Operation Center Wednesday morning.

As the City Officials/Staff meet regularly with the Weather advisors, we will be providing additional Public Notices to you via our City Website (www.inglesidetx.gov), Facebook accounts (Police, Fire, and Parks), and you are strongly encouraged to sign up for immediate notices through our CBCAN/I‐Info alert system at: https://r.i-info.com/rc/cbcan
